uses them all.  When he gets a better offer in the mail, he signs up.  "Credit card companies are always sending me offers for zero percent finance charges, so I sign up and transfer all my balances to that card until the zero percent ends.  Then, I switch it all over to another card with a low rate.  I use one card to pay the other and look for cards that offer no balance transfer fees.  I know I have a debt problem because I only pay minimum monthly payments, but as long as I am paying a small amount or no interest, it doesn't bother me."
